Job Description:

PRIMARY PURPOSE OF JOB

The primary purpose of an employee in this class is to perform security and to ensure a clean, safe, and operational CBS port and harbors for all users.

The work is performed under the direct supervision of the Deputy Harbormaster, but each individual employee works independently on their assigned duties and responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides security and patrolling all port and harbors, and maintains a conspicuous presence for all harbor inhabitants and users; serves as on-site staff for harbor operations either in person or on-call 
  • Assists the Harbormaster and law enforcement agencies by issuing citations for violations of Sitka General Code Title 13 and notifies SPD of other law violations
  • Notifies Deputy Harbormaster of all emergencies within the port and harbors such as oil spills, moorage or structure fires, sinking or sunken vessels, Tsunami alerts and conditions, weather advisories, and evidence of any crimes
  • Maintains confidentiality where appropriate when responding to requests for information regarding harbor activities and communicates all relevant rules, procedures, and laws regarding harbor operations to ensure that users and the public understand compliance requirements
  • Monitors and maintains a computerized inventory of all authorized vessels
  • Assigns temporary moorage to transient vessels, registers transient vessels, advises owners of billing and payment procedures, and collects fees
  • Maintains clean, orderly and safe floats and docks, including the removal and disposal of all debris
  • Notifies owners of major problems with their boats, monitors compliance, and documents all non-compliance to resolve the problem as necessary
  • Monitors all structures within port and harbors and informs the Harbor Maintenance and Safety Manager of any serious maintenance needs
  • Tows disabled or impounded vessels
  • Operates ATV’s, snow blowers, and hand tools to clear debris, snow, and ice on all ramps and docks
  • Maintains, cleans and stocks restrooms and related facilities and locks all structures as necessaryPerforms other related duties as assign.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Applicable laws affecting Harbor operations, including Title 13 of the Sitka General Code
  • Law enforcement principles and practices related to harbor operations
  • Marine construction and maintenance operations
  • Marine radio communication channels and protocols
  • Towing procedures

Skills:

  • Operating vessels up to 32 feet in length
  • Providing basic first aid and cold-water rescue
  • General mathematical calculations
  • Operating a personal computer and general Microsoft software such as Word, Excel, and Outlook and any specialized software for harbor operations

Ability to:

  • Recognize and maintain confidential information when assisting law enforcement and the Harbormaster
  • Communicate well with others, both orally and in writing, using both technical and non-technical language
  • Understand and follow oral and written policies, procedures and instructions
  • Use logical and creative thought processes to develop solutions according to written specifications and oral instructions
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
  • Quickly learn and put to use new skills and knowledge.

MINIMUM QUALIFICATIONS

  • HS Diploma or GED; and
  • Some experience in general security, law enforcement, or harbor experience; or
  • Any equivalent combination of experience, education, and training which provides the knowledge, skills, and abilities necessary to perform the work

Other job-related certifications desired upon hire, or ability to obtain within six months of hire:

  • Emergency first aid and CPR certification
  • Transportation Worker Identification Credential (“TWIC”)

OTHER JOB REQUIREMENTS OR EXPECTATIONS

  • Possession of a driver’s license issued by the State of Alaska
  • Employees are expected to wear the right attire and safety gear for the work assigned
  • Employees will be required to work various shifts, including early mornings, evenings, nights, weekends, and holidays and be on-call for 24 hours when necessary

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Working Conditions:

  • Works in the field outside, often in inclement weather with related hazards, about 75% of the time
  • Works in office setting for about 25% of the time
  • Field work exposes employee to environmental factors such as loud noises, vibrations of hand-held equipment, small and confined spaces, and known hazards involving water, chemicals, electrical, mechanical, physical substances, and fumes
  • When rendering aid to others, employee may be exposed to blood and body fluids

Specific Physical Requirements:

  • Daily physical movement (walking, standing, sitting, bending, kneeling, stooping, climbing) throughout the workday sometimes on uneven and slippery surfaces
  • Must be able to walk up to ten (10) miles sometimes in inclement weather and uneven or unstable surfaces
  • Occasional lifting, carrying, pushing, or pulling materials or objects up to 50 pounds with or without the assistance of proper equipment

General Physical Requirements:

  • Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to communicate effectively in person and over the telephone or radio
  • Sufficient vision which permits the employee to read printed materials and on a computer screen and to observe Harbor operations
  • Sufficient manual dexterity which permits the employee to operate computers and related equipment other hand and power tools and equipment
  • Sufficient personal mobility and physical reflexes which permits the employee to work in the field with sufficient strength and stamina to perform medium to heavy physical work
