Job Description:

PRIMARY PURPOSE OF JOB

The primary purpose of an employee in this class is to monitor and maintain the physical structures and equipment within the CBS port and harbors.  This position also assists Assistant Harbormasters with security and other tasks to ensure a clean, safe, and operational port and harbors for all users.

The work is performed under the direct supervision of the Harbor Maintenance and Safety Manager, but the employee works independently on their assigned day-to-day duties and responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs dock repair, including replacing planks, repairing cracked cement, tightening cleats and hose bibs, repairing or replacing hinge plates, and floatation
  • Maintains all harbor equipment in working order, including de-watering pumps, fire, pumps, four wheelers, outboard motors, chainsaws, compressors, pressure washers, meters and any other related harbor tools
  • Monitors all structures within port and harbors and informs the Harbor Maintenance and Safety Supervisor of serious maintenance needs
  • Performs preventive maintenance, troubleshooting, and adapting harbor equipment to meet a specific operational need
  • Removes hazardous materials and prepares impounded vessels to be demolished
  • Assists in the operations and patrolling of port and harbors enforcing the Sitka General Code Title 13
  • Tows disabled or impounded vessels
  • Notifies Deputy Harbormaster of all emergencies within the port and harbors, such as oil spills, moorage or structure fires, sinking or sunken vessels, Tsunami alerts and conditions, weather advisories, and evidence of major crimes
  • Operates ATV’s, snow blowers and hand tools to clear debris, snow, and ice on all ramps as necessary
  • Demonstrates and provides information and direction to other harbor staff regarding maintenance tasks and safety  
  • Performs other related duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Current practices and procedures related to harbor maintenance
  • Marine construction and maintenance operations
  • Applicable laws affecting harbor operations, including Title 13 of the Sitka General Code
  • Towing policies and procedures

Skills:

  • Use of hand and power tools for construction or maintenance purposes
  • Operating of vessels up to 32 feet in length, including towing
  • Providing basic first aid and cold-water rescue
  • Performing general mathematics calculations
  • Operating a personal computer and general Microsoft software such as Word, Excel, and Outlook and any specialized software for harbor operations

Ability to:

  • Recognize and maintain confidential information when assisting law enforcement and the Harbormaster
  • Communicate well with others, both orally and in writing, using both technical and non-technical language
  • Understand and follow oral and written policies, procedures and instructions
  • Prepare and present accurate and reliable reports containing findings and recommendations
  • Use logical and creative thought processes to develop solutions according to written specifications and oral instructions
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
  • Willingness to quickly learn and put to use new skills and knowledge

MINIMUM QUALIFICATIONS

  • HS Diploma or GED; and
  • Some training or experience in the general maintenance trades; and
  • Specific harbor operations or maintenance experience, preferred; or
  • Any equivalent combination of experience, education, and training which provides the knowledge, skills, and abilities necessary to perform the work

Other job-related certification desired upon hire, or the ability to obtain within six months of hire:

  • HAZWOPER-24 certification
  • Emergency first aid and CPR certification
  • Transportation Worker Identification Credentials (“TWIC”)

OTHER JOB REQUIREMENTS OR EXPECTATIONS

  • Possession of a driver’s license issued by the State of Alaska
  • Ability to obtain Class B Commercial Driver’s License (“CDL”) with hazardous endorsement
  • Employees are expected to wear the right attire and safety gear for the work assigned
  • Employees will be required to work various shifts, including early mornings, evenings, nights, weekends, and holidays and be on-call for 24 hours when necessary

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Working Conditions:

  • Primarily works in the field outside, often in inclement weather with related hazards
  • Field work exposes employee to environmental factors such as loud noises, vibrations of hand-held equipment, small and confined spaces, and known hazards involving water, chemicals, electrical, mechanical, physical substances, and fumes
  • When rendering aid to others, employee may be exposed to blood and body fluids

Specific Physical Requirements:

  • Daily physical movement (walking, standing, sitting, bending, kneeling, stooping, climbing) throughout the workday sometimes on uneven and slippery surfaces
  • Daily use of hand tools and other equipment necessary to perform maintenance duties
  • Frequent lifting, carrying, pushing, or pulling materials or objects up to 50 pounds with or without the assistance of proper equipment

General Physical Requirements:

  • Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to communicate effectively in person and over the telephone or radio
  • Sufficient vision which permits the employee to read printed materials and on a computer screen and to observe Harbor operations
  • Sufficient manual dexterity which permits the employee to operate computers, other hand and power tools and equipment
  • Sufficient personal mobility and physical reflexes which permits the employee to work in the field with sufficient strength and stamina to perform medium to heavy physical work
