Job Description:

PRIMARY PURPOSE OF JOB

The primary purpose of this position is to supervise the operations of the aquatic facility and programs within CBS’s Parks and Recreation division through planning, coordinating, scheduling, training, and evaluating various aspects of a community pool and related activities.

Under the supervision of the Parks & Recreation Manager, the Aquatics Supervisor exercises independent judgment and discretion in the leadership and supervision of the aquatic operations and staff.  This position directly supervises the Head Lifeguard, temporary employees, and independent contractors providing a wide variety of recreational services and classes.

The Aquatics Supervisor, a management employee, assists and acts in a confidential capacity to the Parks & Recreational Manager, Planning & Community Development Director, Municipal Administrator, Assembly, and other department heads who formulates, determines, or effectuates management policies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversees and supervises all aspects of the aquatics program including swim lessons, aquatic classes, open swims, rentals, and Sitka School District needs
  • Ensures aquatics program compliance with all applicable legal requirements and health and safety policies, standards, and certification requirements
  • Responds to emergencies in an aquatic facility, performing water rescues, first aid, CPR, AED use, and evacuations.
  • Develops and evaluates an aquatics facility Emergency Action Plan (EAP)
  • Hires and onboards the Head Lifeguard and temporary employees, and supervises all employees training, scheduling, and evaluations
  • Facilitates all staff certifications and training needs, and facilitates community training programs for lifeguards, CPR/AED and First Aid, Water Safety Instructor, and other specialized training needs
  • Monitors, manages, and takes corrective steps to ensure proper pool chemical balances
  • Maintains inventory of pool supplies and equipment used in the program, including pool chemicals, safety, and training equipment
  • Provides operational oversight for the independent contractors who provide aquatic services and classes
  • Performs a full range of administrative functions such as collecting and processing user fees, data entry and management, preparing reports, requesting facility maintenance, purchasing of aquatic equipment and supplies, and processing budget forms
  • Assists the Parks & Recreation Manager with the development and promotion of new programming, as well as policies and procedures related to aquatics programming and facility use
  • Performs other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Community aquatics programming for all ages
  • Aquatic facility needs including pool filtration, pool chemicals, general understanding of pool mechanical systems, and EAPs
  • Safety measures and protocols to ensure the well-being of participants when using aquatic facilities
  • Budget administration and reporting on the use of funds
  • Proper cash handling and collection of fees
  • Data entry and reporting

Skills in:

  • Operating a personal computer using standard software, such as Word, Excel, PowerPoint, and Outlook, and customized parks and recreation software
  • Dealing with a variety of people with various needs and desires, calmly and professionally, and de-escalating potential or actual conflict
  • Providing first aid, CPR, and lifeguarding
  • Basic math for cash handling and transactions
  • Working with youth and adults in educational or recreational settings
  • Providing training and instruction to various groups and ages

Ability to:

MINIMUM QUALIFICATIONS

  • HS Diploma or GED; Bachelor degree in Parks and Recreation or related field preferred; and
  • Current certification as a Lifeguard or Lifeguard Instructor; or has held certification within last two years; and
  • Current certification in First Aid, CPR, and AED or First Aid/CPR/AED Instructor; or has held certification within last two years; and
  • Three years of experience working in an aquatic facility as a lifeguard responsible for staff and facility supervision, instruction, or programming; or
  • Any equivalent combination of experience, education and training which provides the knowledge, skills, and abilities necessary to perform the work

OTHER JOB REQUIREMENTS OR EXPECTATIONS

  • Background check, successfully completed before hire
  • Possession of, or ability to obtain within 30 days of hire:
    • Certification as a Lifeguard
    • Certification in First Aid, CPR, and AED
    • Certification as a Pool Operator
  • Possession of, or ability to obtain within 60 days of hire, a certificate of completion of Alaska Mandatory Child Abuse Reporter Training
  • Possession of, or ability to obtain within 180 days of hire:
    • Certification as a First Aid/CPR/AED Instructor
    • Certification as a Lifeguard Instructor
    • Certification as a Water Safety Instructor® (WSI™)
  • Will be expected to handle pool chemicals in a proper manner with personal protective equipment
  • Experience in recreation in small and rural communities in Alaska or Pacific Northwest preferred
  • May be expected to work some evenings and weekends
  • May be expected to do some travel outside of Sitka

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Working Conditions:

  • Works in an indoor aquatic facility about 70%
  • Works in general office environment about 30%
  • Will be exposed to wet surfaces, warm and humid conditions, noisy and crowded areas, and odors from pool chemicals

Specific Physical Requirements:

  • Ability to stand and walk on a tiled deck surface for several hours throughout the day
  • Regularly operate office equipment requiring repetitive hand movement and fine coordination using a computer and keyboard
  • Bending, climbing, stooping, reaching and twisting to set up aquatic equipment
  • Lifting, carrying, pushing, or pulling up 50 pounds with or without the assistance of proper equipment
  • Must be able to meet specific physical requirements for certifications and licenses set forth above in the “Other Job Requirements or Expectations”

General Physical Requirements:

  • Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to communicate effectively
  • Sufficient vision and powers of observation which permits the employee to perform assigned tasks, follow safety signage at a facility, and observe and act upon potential safety hazards
  • Sufficient manual dexterity which permits the employee to prepare handwritten work and effectively utilize computers
  • Sufficient personal mobility and physical reflexes which permits the employee to function in an aquatic facility and general office environment
