- Frequency of Collection: Refuse shall be collected a minimum of once a week. Residences, hotels, restaurants, institutions, and commercial establishments may be required to have more frequent collection, if determined by the City and Borough of Sitka to be essential or desirable to protect the public health.
- Preparation of Refuse: All refuse shall be drained free from liquids before disposal. Garbage shall be wrapped in paper or similar materials. All cans, bottles, or other food containers, shall be rinsed free of food particles and drained before disposal. Toxic, volatile or other hazardous materials are prohibited.
- Refuse Receptacle: Every resident head of household and business located within the City and Borough of Sitka shall keep and maintain a clean refuse receptacle provided by the refuse collection contractor. All receptacles shall be placed at a convenient location for collection. Convenient location shall be a point designated by the Director of Public Works.
- Solid Waste Disposal Policy and Rates.
- Junk automobiles and small trucks (3/4 ton or smaller) may be delivered to Sawmill Cove Industrial Park (SMCIP) Scrap Yard at a rate of $0.03 per pound.
- Trucks larger than 3/4 ton, larger vehicles, heavy equipment, and old trailers shall be billed at a rate of $0.06 per pound.
- Scrap metals shall be billed at a rate of $0.06 per pound.
- Fuel tanks must be cleaned and cut into pieces less than five foot by twelve foot prior to delivery to SMCIP Scrap Yard.
- Freezers, refrigerators, and air conditioning units shall be billed at a rate of $20 each.
- All other appliances or white goods besides freezers, refrigerators, and air conditioning units shall be billed at a rate of $0.06 per pound.
- Recyclables including mixed paper, cardboard, and newsprint that are delivered to SMCIP Scrap Yard shall be billed at a rate of $0.04 per pound.
- Tires off of large trucks and heavy equipment may be delivered to the Transfer Station or SMCIP Scrap Yard and shall be billed at a rate of $25 each.
- Solid Waste Treatment and Refuse Collection. Except as to vacant buildings, every residential unit and business in the municipality shall use the solid waste service provided by the City and Borough of Sitka. Customers shall be permitted to dispose of Acceptable Waste in collection contractor provided receptacles. Acceptable Waste means all putrescible and non-putrescible waste including, but not limited to: garbage, refuse, ashes, paper and cardboard; and approved Special Waste. Special Waste means any waste material which, because of its physical characteristics, chemical make-up, or biological nature requires either special handling procedures and permitting, or pose an unusual threat to human health, equipment, property, or the environment. Customers shall not be permitted to dispose of Unacceptable Waste. Unacceptable Waste means waste that may not be disposed of at the disposal site under federal, state or local law, regulation, rule, code, permit or permit condition.
- Receptacles Available: The refuse collection contractor will provide three sizes for refuse collection: (1) a 32 gallon container, (2) a 90 gallon container, and (3) a 350 gallon container.
- Rates for Treatment and Collection: The following rates are effective as August 1, 2003:
- 32 gallon container $27.20 per month
- 90 gallon container $43.86 per month
- 350 gallon container $170.00 per month
- These rates are for one container that the refuse collection contractor picks up once a week. For customers that fall into one of the following three categories, the rates for treatment and collection will be:
- For those customers in apartments complexes or other unique situations identified on the attached list $38.00 per month
- For those customers living within the harbor systems: $ 38.00 per month
- For those customers living on a island other than Baranof or connected by bridge to Baranof who do not receive any service from the refuse collection contractor $ 19.00 per month
- Deposit required for 32 gallon container: A $50.00 deposit is required before a 32 gallon container is delivered to the customer. Such deposit will earn interest at the rate paid on a one-year US Treasury note. After one year of service using the 32 gallon container, the deposit and interest earned will be applied to the customer's bill. If customer switches back to 90 gallon container within one year, the deposit and interest earned will be forfeited to the Solid Waste Treatment Fund. If customer violates rules as set out by the Solid Waste Coordinator, within the first year of use of the 32 gallon container, the customer will forfeit the deposit and interest earned to the Solid Waste Treatment Fund.
- Special Refuse and Treatment Charges: Customers requesting special refuse collection which is over and above the normal quantity and which cannot be collected during the normal schedule may call the collection contractor for a special collection. The collection contractor shall be obligated to collect this refuse are requested. It shall be the responsibility of the collection contractor to notify the customer of all charges prior to collection. All billing and collection for this service shall be administered by the refuse collection contractor.
- Restrictions on Applicability of Rates. Notwithstanding any other provision of law, the rates established in the Solid Waste Treatment and Collection Policy only apply to customers who have an active utility account with the City and Borough.
- Vacation rates: There shall be a vacation rate of one quarter the normal billing rate applied to qualifying utility accounts. A vacation rate is a Sitka resident's exemption from payment of residential solid waste treatment and waste collection utility fees while on vacation and/or on absence from residence due to medical reasons, or movement to the Pioneers Home. Vacation and/or absence period must equal or exceed 30 continuous days and is limited to four months credit. Only one period of vacation rates per customer in any period of 12 consecutive months is allowed. The period of 12 consecutive months starts on the first day vacation rates apply. The residence must not be occupied during this period to which vacation rates apply. The resident must apply in writing prior to vacation and/or absence from residence to receive vacation rates. When the credit is applied at the end of the period, resident's account will be assessed a $10.00 fee. Commercial Accounts are not eligible for vacation rates. Notwithstanding the 12-consecutive-month restriction described above, the Municipal Administrator will have the authority to allow extension of vacation rates on a case-by-case basis for medical absences upon application by the resident. Notwithstanding the requirement of prior application described above, pre-application may be waived by the Municipal Administrator for emergency medical absences.
No construction and demolition debris shall be disposed of at Kimsham Landfill unless otherwise authorized by the Director of Public Works.
Household hazardous waste may be disposed of during normal business hours at SMCIP Scrap Yard. Commercially generated household hazardous waste will not be accepted at any time.
Concrete and asphalt disposal shall be billed at a rate of $12 per cubic yard. Concrete and asphalt disposal is by appointment only with the Public Works Superintendent.
Asbestos disposal shall be billed at a rate of $55 per cubic yard.
Asbestos disposal is by appointment only with the Public Works Superintendent.
Rates shall be reviewed annually in January by the Assembly.
The customer is not obligated to utilize the refuse collection contractor for special request refuse collection. The customer may elect to haul the material to the Transfer Station. Customers may take up to two hundred pounds per month to the Transfer Station. All quantities shall be billed at a rate equivalent to the current disposal contract rate.
Construction and demolition debris. Construction and demolition debris will be accepted at the Jarvis Street Transfer Station and, effective August 1, 2003, shall be billed at a rate equivalent to the current disposal rate. The rate shall be adjusted on an annual basis to be equivalent to the disposal contract rate.
Notwithstanding any other provision of law, the rates for vehicles set out in Section 4 above shall only apply to one vehicle per month for each customer who has an active utility account with the City and Borough, with the rate for each additional vehicle in that month to be $0.10 per pound.
